Safe List is a List/Group of members which agree to exchange their emails to avoid spamming. So when you send your Ads to other members, you agree to receive mails from these members as well.
In order to join a Safe list you need to have two Google Accounts:
1. Contact Mail - where admin of the Safe List can contact you for any announcement/notice.
2. List Mail - is the mail where you will be receiving mails from the other members.
